The meeting was called to order by President Pell and opened with prayer and the Pledge of Allegiance led by Pastor Hannum Taylor via conference call.It was moved by Diane Ward and seconded by Ty Pell to approve the minutes. Vote: all aye.It was moved by Barbara Moore and seconded by Diane Ward to approve the bills. Vote: all aye.It was moved by Ty Pell and seconded by Barbara Moore to approve transfers of funds. Vote: all aye.An activities report was filed for the Dog and Kennel Department for week ending Aug. 14, 2020.Health Commissioner Dr. William Hablitzel updated the Board concerning the most recent COVID-19 statistics along with protocols proposed by the Adams County/OVLSD for reopening of the school district.Director Angela Richmond discussed the following issues with the Commissioners: Memorandum of Understanding/Children Services Board Kinship Caregiver Program; CARES Act/reimbursement of allowable expenditures; Director’s schedule.It was moved by Ty Pell and seconded by Barbara Moore to approve a Memorandum of Understanding between the Adams County Department of Job and Family Services and Adams County Children Services Board for the Kinship Caregiver Program in the amount of $62,125. Vote: all aye.Assistant Prosecuting Attorney Dana Whalen discussed the following issues with the Board: DD ballot language; Partial vacation of Virginia Road, T-421 Scott Township/update.John and Lois McCormick met with the Commissioners and Assistant Prosecuting Attorney Dana Whalen to discuss filing a petition which calls for the vacation of a portion of Virginia Road to end at the cemetery. After reviewing additional deed information of adjoining landowners, it was decided by the McCormick’s to not proceed with filing the petition with the description as written.It was moved by Diane Ward and seconded by Ty Pell to recess the Commissioners meeting at 10:30 a.m. to attend the Adams-Clermont Solid Waste Board of Directors meeting. Vote: all aye.A meeting of the Adams-Clermont Solid Waste Board of Directors was held at 10:30 a.m. in the Government Center Conference Room via Zoom teleconferencing.President Pell reconvened the Commissioners meeting at 11:30 a.m.The Commissioners approved a proposal from Jason Bassett, Freedom Linx LLC, to upgrade the county’s IT network equipment at the quoted price of $13,002.It was moved by Diane Ward and seconded by Ty Pell to adjourn, and the meeting was adjourned.
